Electronic Health Card

The Project for the Implementation of the Electronic Health Card System (EHCS) began in 2009 with the signing of a public procurement contract.

The procurement of the Electronic Health Card System (EHCS) includes the following components:

  1. 2,000,000 Electronic Health (Smart) Cards (EHCs) for insured individuals in the Republic of Macedonia
  2. Installation of PKI infrastructure (Public Key Infrastructure for digital certificates)
  3. Personalization of the cards with digital certificates
  4. Training and support for employees of the Health Insurance Fund of Macedonia (HIFM)
  5. Hardware and software for functional support

This system opens the doors for the full implementation of e-health in our country. The electronic health cards will be used by insured individuals and healthcare professionals. They will enable identification and authentication of all users, controlled access to data, and the exercising of rights to certain services in the healthcare system.

 

Insured individuals will benefit from a simplified procedure to prove their right to healthcare (eliminating the need to print blue cards). The medical data stored on the card will allow for better quality healthcare services and quicker response in emergencies.

 

In the healthcare information systems using the EHCs, new workflows will be enabled in medical institutions: electronic medical records, electronic prescriptions, electronic scheduling of appointments and other services, which will reduce the number of duplicate examinations and enable fast communication and consultation between primary, secondary, and tertiary healthcare providers. This will lead to better-quality services and a reduction in the risk of incorrect professional decisions.

 

The basic data on the insured person stored on the card will enable electronic communication among general practitioners, hospitals, specialists, and other entities in the healthcare system.

 

There will also be financial savings through the transition to electronic operations (e-referrals, e-prescriptions), replacing the current paper-based referrals and prescriptions. Accurate data will be obtained for all segments covered by the healthcare system.

 

Citizens will have the ability to securely access their personal data and useful information via the Internet.

 

The EHCS project is operationally implemented by the Health Insurance Fund of Macedonia (HIFM).
