1.1 Department for Mobility and Employment in Civil Service
1.2 Department for Motivation, Evaluation, Professional Training, Improvement, and Monitoring Fair Representation of Communities

 

Human Resources Management Sector performs tasks related to methodological, organizational, and technical support in the preparation of acts for internal organization and job classification, planning and staffing of human resources, filling positions through public or internal announcements, reassignment, onboarding and mentoring, employee evaluation, motivation and maintenance of human relations, assessment of each civil servant’s achievements during the evaluation period, prepares the Annual Training Program for employees in the Ministry aligned with the budget funds and the Ministry’s strategic plan, and submits it to the Ministry of Information Society and Administration. It carries out professional processing of data from reports submitted by department heads; ensures monitoring of the implementation of the Law on Civil Servants and other legal regulations in the field of labor relations and other subordinate acts in state bodies, maintains regular contact with other sector managers, organizes and cooperates with other state bodies on matters in this area.

The Human Resources Management Sector consists of the following departments:

Department for Mobility and Employment in Civil Service – aims to implement procedures for employment through public announcement, internal announcement, transfer from one body to another in the same position, human resources planning, coordinating and controlling the personnel records of the Ministry of Health, monitoring and applying laws, subordinate acts and other regulations related to civil servants, including those related to the fair representation of communities, monitoring the need to fill positions according to the systematization and cooperating with the heads of other sectors and bodies within the Ministry, implementing personnel policy in accordance with the Ministry’s medium-term strategy, cooperating with the Administration Agency and the Ministry of Information Society and Administration in the relevant fields, submitting DS forms to the Ministry of Information Society and Administration for every change occurring in the position for employees in the Ministry according to the Rulebook on systematization of job positions in the Ministry of Health, requesting approvals for filling vacant positions, coordinating the core records of employees in the Ministry of Health, registering and deregistering health insurance through ZO forms in the Health Insurance Fund of Macedonia for employees in the Ministry and their family members insured through the health insurance booklet, cooperating with the Pension and Disability Insurance Fund of Macedonia and the Employment Agency for the Ministry’s needs for registration or deregistration of employment, preparing the Annual Report on disciplinary and material liability measures for civil servants in the Ministry for the current year and submitting it to the Ministry of Information Society and Administration, preparing the Annual Plan for appropriate and fair community representation for the Ministry and submitting it to the Secretariat for Implementation of the Framework Agreement and the Ministry of Information Society and Administration, establishing work concepts for the department and undertaking measures for preparing and processing documentation by established methodology for employees in the Ministry of Health, controlling and approving regular statistical and other reports related to personnel records for employees in the Ministry of Health, preparing the Annual Leave Usage Plan for employees in the Ministry, preparing decisions for using annual leave, decisions for using paid or unpaid leave, decisions for suspension of employment and other decisions arising according to the Law on Civil Servants and other legal regulations in the field of labor relations.

Department for Motivation, Evaluation, Professional Training, and Improvement – aims to carry out assessment and analysis of training needs for preparing the Annual Training Program for civil servants in the Ministry, based on the real needs of the employees in the Ministry of Health, aligned with the budget funds and the strategic plan of the Ministry, and submitting it to the Ministry of Information Society and Administration; providing professional assistance and advice to civil servants in the department and caring for their professional development and work discipline; implementing the evaluation procedure for civil servants in the ministry; assessing the achievements of each civil servant during the evaluation period; analytical processing of the evaluation data; preparing the semi-annual report on the evaluation of civil servants in the Ministry and submitting it to the Ministry of Information Society and Administration; monitoring and evaluating the knowledge gained from reports submitted by employees who attended certain trainings; preparing the semi-annual report on specialized trainings conducted for civil servants in the Ministry of Health according to the received information from the civil servants and submitting it to the Ministry of Information Society and Administration; assessing the value and quality of conducted trainings; developing policies and guidelines for actively promoting a culture of open communication and transparency in work; encouraging teamwork, activation, motivation and maintaining human resources; ensuring a high level of motivation and ethics and monitoring the application and compliance with the ethical code for civil servants.

Department for Monitoring Staffing with Human Resources in Public Health Institutions and Monitoring Fair Representation of Communities – aims to monitor the status of staffing with human resources and implementation of fair representation of non-majority community members in the Republic of Macedonia, organizes data collection on employees in Public Health Institutions by educational level, qualification structure, gender representation, and ethnic affiliation – community membership and the status of their integration within the institutions they work for according to the strategy and policy of the Government of the Republic of Macedonia.

The Sector for Secondary and Tertiary Healthcare monitors the system, organization, and development of secondary healthcare; it monitors and studies positive experiences in the development of secondary healthcare in developed countries, for the purpose of developing and planning hospital healthcare and introducing modern healthcare technologies. Professional and scientific projects related to secondary healthcare issues are proposed at both national and international levels. Oversight is organized over professional work in secondary healthcare.

Plans are prepared for the need for specialist and subspecialist staff of healthcare professionals and associates in the Republic of Macedonia. Procedures are conducted for the recognition of internship and professional exams completed and passed abroad for healthcare workers with secondary and higher education. Authorizations for specialization are issued to healthcare workers who are not citizens of the Republic of Macedonia. Certificates for passed professional exams and specializations are issued. Activities established by the Programs adopted by the Government of the Republic of Macedonia are monitored, as well as the allocation of funds from these programs to the healthcare institutions that implement these activities.

The Sector is organized into the following departments:

Department for Hospital Services – responsible for the organization, functioning, and control of hospital healthcare. It prepares plans and implements measures for improvement and rationalization, and for monitoring the system, organization, and development of hospital services; it analyzes the health outcomes of hospital service operations; proposes measures for introducing effective healthcare technologies in hospital services; analyzes and studies the relationships within the hospital sector; monitors material and technical equipment and provides proposals for appropriate and purposeful equipping of the institutions that carry out hospital healthcare.

Department for Specialist-Consultative Services – responsible for the organization, functioning, and control of secondary healthcare; it prepares plans and implements measures for the advancement and rationalization of the system, organization, and development of specialist-consultative healthcare. It analyzes the health outcomes of the functioning of specialist-consultative healthcare; proposes measures for the introduction of effective healthcare technologies in specialist-consultative services; analyzes and studies the structure and relations within specialist-consultative healthcare; monitors material and technical equipment and provides recommendations for appropriate and targeted equipping of the institutions that provide specialist-consultative healthcare.

Department for Health Sector Management – Establishment of a national health research system; evaluation of health policy in the Republic of Macedonia; definition of factors to be considered in setting national priorities related to public health issues; implementation, development, and advocacy of health policies in the field of public health; provision of recommendations for improvement of services/procedures; identification of barriers and costs; definition of a system of indicators for monitoring the performance of healthcare institutions with the aim of improving and developing public health; monitoring of the defined system of indicators; continuous training of healthcare personnel regarding the need for and adaptation to new requirements.

5.1 Department for Legal and Administrative Affairs
5.2 Department for Health Insurance

The Sector for Legal and Administrative Affairs prepares draft laws and bylaws in the field of healthcare; studies regulations related to healthcare; prepares analyses, information, reports, and opinions; exchanges information, opinions, and experiences in cooperation with other administrative bodies; and conducts administrative procedures for the establishment and status changes of healthcare institutions. The Sector is organized into the following departments:

Department for Legal Affairs
(Prepares laws, bylaws, information, and analyses on specific situations in the healthcare sector; proposes opinions and activities; provides interpretations and explanations for the direct implementation of healthcare regulations; prepares analyses, reports, and opinions for the implementation of regulations.)

Department for Administrative Affairs
(Conducts procedures for the establishment, change, and expansion of activities and other status changes of healthcare institutions; organizes the verification of compliance with required conditions regarding space, equipment, and personnel in healthcare institutions; and conducts other administrative procedures as determined by law.)

The Sector for Financial Affairs aims to monitor and implement laws and by-laws related to budgetary and material-financial operations, managing public funds in a lawful, proper, ethical, economical, effective, and efficient manner. It performs accurate recording of financial transactions, timely financial reporting, and monitoring of operational results. It prepares the budget, executes it, and monitors its realization. It defines the Public Procurement Plan, controls the preparation of tender documentation, and ensures the application of regulations governing public procurement. It plans the timing of procurement execution, controls, and monitors procurement realization. It controls and monitors the financial and accounting operations within the ministry and ensures the correct application of legal regulations. It monitors and controls the preparation and implementation of programs. It prepares an annual plan for the realization of budget funds, quarterly financial plans, and reports on the utilization of financial resources. It is mandatory to give opinions on draft acts prepared by other organizational units and on draft acts that have or may have financial implications for the ministry’s budget.
